General
The Development Corporation Act of 1979 gives cities the ability to finance new and expanded business enterprises in their local communities through Economic Development Corporations (EDCs). Chapters 501, 504 and 505 of the Local Government Code outline the characteristics of Type A and Type B EDCs, authorize cities to adopt a sales tax to fund the corporations and define projects EDCs are allowed to undertake.
The Windcrest Economic Development Corporation is commonly referred to as WEDC.
TYPE A EDCs
Focus on Developing Industries and are typically created to fund industrial development projects such as business infrastructure, manufacturing and research and development. Type A EDCs can also fund military base realignment, job training classes and public transportation.
TYPE B EDCs
Windcrest EDC is a Type B Corporation which primarily focuses on developing industries and cultivating communities. Type B EDCs can fund all projects eligible for Type A, as well as parks, museums, sports facilities and affordable housing. However, Type B EDCs are subject to more administrative restrictions than Type A.

Building Codes are oriented toward ensuring that structures are constructed to an appropriate standard and are safe for the uses intended. Applications for most Building Permits must be accompanied by detailed construction drawings.
In addition to these codes, subdivision of land is regulated under the Subdivision Ordinance, and other codes may apply to particular types of projects, including the Fire Code.

Zoning codes are responsible for determining if a project fits into a community. Zoning regulates types of uses, heights, parking, and design. Most cities are divided into zooming districts with a set of regulations governing each area. Zoning Code is oriented toward how a project fits into a community: it regulates setbacks, types of uses, height, parking requirements, design (for some types of projects) and similar concerns. The City is divided into zoning districts and each zoning district will have its own set of regulations. For example, the regulations that would apply in a single family residential district (R-1) will be different than those for a multi-family (R-3 or R-4) or commercial district. When a separate Zoning Permit is required for a new development, the City will generally require that an application be accompanied by site and building plans (including preliminary architecture).
