The new Windcrest International Business Park is the catalyst for growth in northeast Bexar County. Without intervention, the area would once again face a 1.2 million square foot vacant mall, which would negatively impact the Walzem Corridor and Windcrest's economy.

The project is the culmination of over a year of hard work and creative thinking by the Windcrest Economic Development Corporation (WEDC) and the City of Windcrest and also the County Judge, Bexar County leaders, Rackspace, and the new owner, Industrial Commercial Properties (ICP). What began as the loss of a high-tech company and its headquarters is expected to flourish into a mixed-use business park built to thrive in the regional market. 

ICP was the perfect fit for this economic development project. An expert in repurposing large malls and single-tenant buildings and with strong experience using similar projects as a significant step toward revitalizing declining areas, such as the Walzem Road Corridor, ICP was the perfect fit for this project. The project's economic impact is substantial, with an expected increase in sales/output in the region of more than $279 million per year and the generation of new payrolls of over $55 million, giving us many reasons to be optimistic about the future of the Windcrest area. 

The company’s and community’s priorities include real solutions for growth opportunities and developing a "beautiful and effective" business park by attracting diversified users and tenants to a mixed-use development. With this multi-tenant project, Windcrest is better protected against a single business decision (the decision to move by one company) that will impact the local economy in the future. 

The challenge was transitioning from Rackspace Corporate Headquarters in a half-empty mall to the Windcrest International Business Park (WIBP).

While an inspiring economic development project, historically, corporate headquarters symbolized centralized power structures, often segregated from surrounding communities. Converting these spaces into mixed-use complexes fosters a symbiotic relationship between commerce and community. By integrating retail spaces, dining options, and recreational facilities with commercial and industrial uses, these hubs become magnets for foot traffic, injecting vitality into previously underutilized areas. 

Moreover, the economic impact extends beyond mere transactional activities. As these hubs flourish, they catalyze ancillary developments, spurring demand for housing, office spaces, and infrastructure upgrades. Job creation burgeons across sectors, from retail and hospitality to construction and property management, amplifying economic prosperity and social well-being. 

Revitalizing the Rackspace corporate headquarters and mall transcends mere physical renovation; it embodies a paradigm shift towards inclusive, sustainable urban development.
