The Small Business and Entrepreneurship Department (SBED) promotes a strong partnership between economic development and entrepreneurship. It oversees the Small, Minority, and Women-Owned Business Enterprise (SMWVBE) and Disadvantaged Business Enterprise (DBE) Programs, ensuring compliance with US DOT Title VI Regulations for Bexar County’s FHWA-funded projects.
